From 1 December 2025, new tenancy rules will make it easier for renters to keep pets, while also giving landlords greater peace of mind.

So, what’s actually changing?

Landlords will be able to request a pet bond of up to two weeks’ rent. This is on top of the usual tenancy bond and is designed to help cover any potential pet-related damage.

Clearer rules around consent

Tenants will still need their landlord’s permission before bringing a pet into the property. However, landlords can only refuse on reasonable grounds and can set reasonable conditions around keeping the pet.

Responsibility for damage

If a pet causes damage that goes beyond normal wear and tear, the tenant will still be responsible for the full cost of repairs.

Updates to the bond system

To support these changes, the Ministry of Business, Innovation and Employment has updated its tenancy bond system. This will allow pet bonds to be:

  • Lodged for new tenancies

  • Added to existing tenancies if a pet is introduced

  • Topped up if the rent increases

  • Refunded if the pet is no longer at the property

Overall, these changes aim to strike a fair balance. Tenants with pets will find it easier to access rental homes, while landlords have clearer protections in place.
